Introduction
Ukraine has turned battlefield forensics into a public sanctions-enforcement instrument by publishing open databases of foreign-made components recovered from Russian and Iranian weapons. Rather than keeping all technical findings inside intelligence channels, Ukrainian authorities have made large portions of this evidence searchable by governments, journalists, manufacturers, compliance teams and researchers. The goal is practical: if a missile, drone or electronic-warfare system contains identifiable foreign electronics, public documentation can help trace supply chains, expose sanctions-evasion routes and support export-control investigations. The best-known example is the “Components in Weapons” section of the War & Sanctions portal, which Ukraine presents as an open database of foreign-produced components found in aggressor weapons.[War & Sanctions]war-sanctions.gur.gov.uaWar & SanctionsForeign components in weapons25 May 2026 — Foreign components in weapons. Within the broader effort of sanctions enforcement through weapons component tracing, these databases are important because they convert reverse engineering results into evidence that can be reused outside the military and intelligence community. Instead of a closed technical report, recovered components become part of a searchable public record that can trigger scrutiny from multiple actors at once.[Business and Human Rights Centre]business-humanrights.orgBusiness and Human Rights Centre Ukraine: Govtlaunches open database with over 2000…The database already includes more than 2,000 components used by Russia and Iran in various type…
What the Public Databases Contain
Ukraine’s component databases focus on foreign-made parts identified inside weapons recovered from the battlefield or from strike debris. The databases catalogue individual components, the weapon systems in which they were found, and associated technical details that help investigators identify manufacturers, model numbers and supply-chain relationships. According to the War & Sanctions portal, the database had grown by May 2026 to more than 5,800 documented components across more than 200 weapon systems.[War & Sanctions]war-sanctions.gur.gov.uaWar & SanctionsForeign components in weapons25 May 2026 — Foreign components in weapons. The initiative began publicly in late 2023, when Ukraine’s National Agency on Corruption Prevention (NACP) launched what it described as the world’s first open database of foreign components found in Russian and Iranian weapons. At launch, it contained information on more than 2,000 components recovered from drones, missiles, electronic-warfare equipment and other military systems.[NABU]nazk.gov.uaNABUThe NACP launches the world's first open database with…7 Dec 2023 — The database currently contains information on foreign compone…
Several features make the database useful for sanctions work rather than merely technical analysis:
- Component-level identification: entries typically identify specific integrated circuits, sensors, processors, communication modules and other electronics.[War & Sanctions]war-sanctions.gur.gov.uaWar & SanctionsForeign components in weapons25 May 2026 — Foreign components in weapons. - Continuing updates: Ukrainian authorities periodically add newly identified components as additional weapons are examined. For example, Ukrainian intelligence announced in September 2025 that another 111 foreign components had been added to the database.[Interfax-Ukraine]en.interfax.com.uaInterfax-UkraineUkraine intelligence adds 100+ foreign weapon…9 Sept 2025 — database with 111 foreign components used in the productio…
The database also functions as a cumulative archive. Individual weapons may contain dozens or hundreds of foreign parts, but the larger value emerges when investigators compare many weapons across time. Repeated appearances of the same chips, modules or suppliers can reveal persistent procurement dependencies that sanctions authorities may wish to prioritise.[Follow the Money]ftm.eurussia war ukraine european tech hidden supply chainThis database contains a total of over 5,500…Read more…
How Open Records Support Enforcement
The most distinctive aspect of Ukraine’s approach is that the information is not restricted to governments. Public availability broadens the number of actors able to investigate sanctions circumvention.
Giving governments actionable leads
Export-control agencies often need more than general allegations that foreign technology appears in Russian weapons. Public databases provide model numbers, component identities and links to specific weapon systems. This evidence can be compared with customs records, export licences, distributor networks and trade data. Ukraine has repeatedly argued that component tracing should feed directly into sanctions and export-control investigations.[Business and Human Rights Centre]business-humanrights.orgBusiness and Human Rights Centre Ukraine: Govtlaunches open database with over 2000…The database already includes more than 2,000 components used by Russia and Iran in various type…
The database therefore acts as a lead-generation system. When a component appears repeatedly in recovered weapons despite export restrictions, authorities gain a starting point for examining how that part reached Russia through intermediaries or re-export networks.[IISS]iiss.orgTracking the Components of Missiles and UAVs Used by…Sep 25, 2025 — Debris from weapons used by Russia in Ukraine shows a continue…
Enabling corporate due diligence
Manufacturers frequently state that they do not knowingly sell military-relevant products to Russia. Open component databases allow companies to see whether their products have appeared in recovered weapons and to investigate potential diversion routes through distributors, brokers or third-country resellers.[business-humanrights.org]business-humanrights.orgBusiness and Human Rights Centre Ukraine: Govtlaunches open database with over 2000…The database already includes more than 2,000 components used by Russia and Iran in various type…
This creates reputational pressure as well as compliance incentives. Once a component has been publicly identified, companies may tighten screening procedures, review distribution channels or cooperate with enforcement authorities. The database effectively gives firms visibility into misuse that they might otherwise never detect.[Business and Human Rights Centre]business-humanrights.orgBusiness and Human Rights Centre Ukraine: Govtlaunches open database with over 2000…The database already includes more than 2,000 components used by Russia and Iran in various type…
Supporting journalists and independent investigators
Because the records are public, journalists and research organisations can combine database entries with customs records, corporate filings and shipping information. Investigations into technology flows through intermediary jurisdictions have often relied on precisely this combination of battlefield evidence and trade data.[Follow the Money]ftm.eurussia war ukraine european tech hidden supply chainThis database contains a total of over 5,500…Read more…
The result is a wider enforcement ecosystem. Rather than relying solely on state agencies, Ukraine’s databases encourage scrutiny from civil society, sanctions researchers and open-source investigators who may identify procurement patterns that official agencies have not yet addressed.[OpenSanctions.org]opensanctions.orgUkraine War and SanctionsThe War and Sanctions website provides detailed information on ongoing sanctions targeting Russia and its allies…
A Concrete Example: From Debris to Supply-Chain Mapping
The database’s value becomes clearer when viewed as part of a tracing process rather than as a static catalogue.
Investigators recover a missile or drone, disassemble it and document its electronics. The identified components are then entered into the database and linked to the weapon platform. Researchers can compare those findings against other recovered systems and against external trade records. Over time, repeated component appearances help identify which foreign technologies remain important to Russian production.[Follow the Money]ftm.eurussia war ukraine european tech hidden supply chainThis database contains a total of over 5,500…Read more…
This cumulative approach has produced increasingly large datasets. Ukrainian authorities reported thousands of documented foreign components and have continued expanding the catalogue as additional weapons are examined. Independent research groups analysing Russian weapons in Ukraine have likewise found extensive dependence on non-Russian electronics and recurring component families across multiple weapon types.[kse.ua]kse.uaKyiv School of EconomicsChallenges of Export Controls Enforcement: How Russia Continues…The report looks at almost 2,800 foreign compo…
The significance is not that any single chip proves sanctions evasion. Rather, large-scale aggregation reveals recurring dependencies, procurement trends and potential enforcement targets that would be difficult to see from isolated battlefield recoveries.[IISS]iiss.orgTracking the Components of Missiles and UAVs Used by…Sep 25, 2025 — Debris from weapons used by Russia in Ukraine shows a continue…
Limits of Public Component Evidence
Public databases are powerful investigative tools, but they have important limitations.
First, a component’s presence in a weapon does not automatically prove wrongdoing by its manufacturer. Many electronic parts move through authorised distributors, brokers, secondary markets and international resellers before reaching an end user. A company may have ceased direct sales to Russia while its products continue to circulate through third-country channels.[iiss.org]iiss.orgTracking the Components of Missiles and UAVs Used by…Sep 25, 2025 — Debris from weapons used by Russia in Ukraine shows a continue…
Second, many identified parts are dual-use commercial components. They are designed for civilian applications and are traded globally in enormous quantities. Controlling every possible diversion pathway is considerably harder than controlling specialised military hardware.[KSE Sanctions]sanctions.kse.uahow continues to import components for its military productionKSE SanctionsHow Continues To Import Components For Its Military…26 Jan 2024 — Russia imported more than $22 billion in components see…
Third, component evidence often identifies a technological dependency but not the complete procurement chain. Additional investigation is usually required to determine which intermediaries, logistics firms or financial channels enabled the transaction. A database entry creates a lead, not necessarily a complete enforcement case.[IISS]iiss.orgTracking the Components of Missiles and UAVs Used by…Sep 25, 2025 — Debris from weapons used by Russia in Ukraine shows a continue…
Finally, the databases can only document what investigators recover and analyse. They provide visibility into sampled weapons rather than a complete inventory of all components used by Russian industry. Nevertheless, repeated findings across many recovered systems can still reveal broader patterns that are highly relevant to sanctions policy.[Follow the Money]ftm.eurussia war ukraine european tech hidden supply chainThis database contains a total of over 5,500…Read more…
Why Publication Matters
Ukraine’s decision to publish component data represents a shift in how battlefield intelligence is used. Traditionally, technical exploitation of enemy equipment was largely confined to military and intelligence organisations. By contrast, Ukraine has treated component analysis as a public sanctions resource. The database transforms recovered electronics into a shared evidentiary record that can be used by export-control authorities, manufacturers, researchers and journalists simultaneously.[business-humanrights.org]business-humanrights.orgBusiness and Human Rights Centre Ukraine: Govtlaunches open database with over 2000…The database already includes more than 2,000 components used by Russia and Iran in various type…
In practical terms, the database’s contribution is not that it stops sanctions evasion on its own. Its value lies in transparency and traceability. By making foreign components visible, searchable and linkable to specific weapons, Ukraine creates a foundation for investigations that extend far beyond the battlefield and into the global commercial networks that sustain military production.[gur.gov.ua]war-sanctions.gur.gov.uaWar & SanctionsForeign components in weapons25 May 2026 — Foreign components in weapons.
