Introduction
Direct export bans rarely stop the movement of sensitive electronics into military supply chains. Instead, they change the route. In the case of Russia’s defence-industrial base, weapons component tracing has repeatedly shown that restricted microelectronics, radio-frequency modules, machine-tool parts and other dual-use items continue to reach military manufacturers through third-country re-export networks. These chains exploit the gap between the first legal sale and the final military user. Goods may leave a manufacturer for a distributor in one country, pass through brokers and trading firms in another, and only later enter Russia through channels designed to obscure the ultimate destination. Why Direct Bans Are Not Enough
Export controls generally operate at the point of sale. A manufacturer, distributor or exporter is expected to screen customers, verify end users and comply with licensing rules. The challenge is that many controlled items are commercially available components with legitimate civilian applications. Once they enter global trade networks, they can be resold multiple times.
A common pattern begins with a lawful export to a third country that is not itself subject to comprehensive restrictions. The recipient may be a wholesaler, electronics trader or logistics company. From there, goods can be re-exported through additional intermediaries, often accompanied by altered paperwork, new end-user declarations or fragmented shipments designed to reduce scrutiny. By the time the items arrive in Russia, the connection to the original exporter may be difficult to reconstruct. How Third-Country Networks Move Electronics
The most effective re-export chains combine commercial plausibility with organisational fragmentation. Rather than relying on a single smuggler, networks often use layers of entities that each perform a seemingly ordinary commercial function.

- Trading firms with broad product portfolios that can mix controlled electronics with ordinary commercial goods.
- Shell companies and nominee ownership structures that conceal beneficial ownership and links to Russian procurement organisations.
- Multiple transshipment points that create distance between the original supplier and the final destination.
- Financial intermediaries that process payments through jurisdictions viewed as lower-risk by banks.
