Munir Radfa became a promising target because of a combination of personal and professional circumstances. An Iraqi pilot of Assyrian Christian background, he reportedly felt disadvantaged within the Iraqi military establishment and increasingly dissatisfied with aspects of his service. Israeli intelligence cultivated contacts around him, assessed his willingness to leave Iraq, and arranged for members of his extended family to be quietly removed from danger before the operation took place.
